Quantitative Research on Traditional Chinese Medicine Healthy Elderly Care Policy Texts—Based on PMC Index Model

Abstract
The degree of population aging in China is escalating, and the proactive advancement of traditional Chinese medicine (TCM) tailored for the elderly has been incorporated into the national policy framework. Against this backdrop, leveraging Chinese medicine healthcare policy documents issued, this study employs text mining and other analytical techniques to construct a PMC index evaluation model for TCM healthcare policies. It systematically evaluates the current state and potential areas for enhancement of these policies. The results indicate that the average score of the typical policies selected in the field of traditional Chinese medicine for healthy aging is 7.79, and the overall situation is at a good level. However, there remains scope for enhancement in terms of temporal scope of policies, policy recipients, and policy coverage domains. In light of these findings, this paper offers recommendations including optimizing the responsiveness of policies, emphasizing community-level policy initiatives, and introducing fiscal incentives, aiming to further elevate the quality of TCM healthcare services and cater to the increasingly diverse healthcare needs of the elderly population.
