Abstract:
Protecting and utilizing the intangible cultural heritage of TCM is an important part of inheriting the essence, preserving and innovating, and building a cultural system of TCM. However, as a quasi-public product, the protection and utilization of intangible cultural heritage of TCM needs policy guidance and promotion. Using Rothwell & Zegveld policy tool theory, we constructed X-Y two-dimensional policy analysis framework to analyze the policy of TCM ICH in Jiangsu, and found that the protection and utilization policy has coherence, focusing on the use of environmental policy tools and emphasizing financial inputs, personnel training and policy advocacy, but the use of demand-oriented policies is a shortcoming. Therefore, tax incentives should be implemented and a special fund should be established; a mechanism should be set up to promote the transformation of TCM ICH at the provincial and municipal levels; the utilization of TCM ICH should be supported from the consumer side; and a platform should be set up for the display of TCM ICH products.
