Abstract:
In recent years, while the business of Chinese herbal pieces continues to develop, the quality and safety of Chinese herbal pieces has also emerged as a problem. It is difficult for the single government to completely solve the problem of the quality and safety of Chinese herbal pieces in China, it is necessary for more stakeholders to participate in the governance, co-operate to promote the establishment of a social co-governance model for the quality and safety of Chinese herbal pieces and improve the quality and safety of Chinese herbal pieces. The paper elaborates on the necessity and dilemma of social co-governance of quality and safety of Chinese herbal pieces, and finds that the difficulty in resolving conflicts of interest among subjects is one of the reasons for the ineffectiveness of the social co-governance of the quality and safety of Chinese herbal pieces. So this paper introduces the stakeholder theory to analyse the subjects of governance of the quality and safety of Chinese herbal pieces and their interests, explores the conflicts of interests between different subjects and constructs a path to alleviate the conflict of interests between subjects in the governance of quality and safety of Chinese herbal pieces, i.e. establishing a cross-sectoral collaborative governance mechanism and clarifying the boundaries of responsibility between vertical levels; strengthening the management of corporate procurement and warehousing, establishing a cooperative relationship with herbal medicine growers; fulfilling corporate social responsibilities and promoting higher prices for better quality of Chinese herbal pieces; optimizing the procurement methods of medical institutions and strengthening the quality management of Chinese herbal pieces; strengthening knowledge dissemination and optimizing the consumer complaint reporting process; reducing administrative intervention and fulfilling the self-regulatory role of industry associations. In order to provide reference basis for the construction of the social co-governance model of the quality and safety of Chinese herbal pieces in China.
